Vote by Mail – Norwegian Parliamentary Election 2025

If you are staying abroad in a location where voting in person is difficult, you can vote by mail.

How to Vote by Mail

You can vote using:

  • A printed official ballot (preferred) or a blank sheet of paper.
  • Three envelopes of increasing size.

Use standard US envelopes, ideally of three sizes to fit into each other:

  • your “Ballot Envelope”: 5.5″ × 8.125″
  • your “Cover Envelope”: 6″ × 9″
  • your “Mailing Envelope”: 6.5″ × 9.5″

Envelope Structure and Functions

  • Ballot Envelope: Holds your completed ballot.
  • Cover Envelope: Contains your information and the sealed ballot envelope.
  • Mailing Envelope: Addressed to your municipality and sent to Norway.

Mail Voting Procedure

  1. Mark your ballot:
    • If using the official ballot, mark the party/group or write it in the space provided.
    • If using a blank sheet, clearly write the party/group name and note that you are voting in the 2025 parliamentary election.
  2. Place the ballot in the ballot envelope and seal it.
  3. Place the sealed ballot envelope into the cover envelope and seal it. An unsealed cover envelope will result in a rejected vote.
  4. Write the following information clearly on the outside of the cover envelope (or include it as a separate note inside the envelope):
    «Til valgstyret i ……………………………. kommune»
    Her skriver du navnet på den norske kommunen du er, eller sist var, folkeregisterført som bosatt i Norge.
    
    Adresse til den kommunen der du er eller sist var folkeregisterført som bosatt.
    
    Tid og sted for stemmegivningen.
    
    Ditt fulle navn (eventuelt også tidligere navn) og fødselsnummer (11 siffer).
    
    Din adresse i Norge per 30. juni 2025, eventuelt siste folkeregistrerte bostedsadresse i Norge hvis du har meldt flytting til utlandet.
    
    At du forhåndsstemmer ved brevpost.
    
    Bekreft at opplysningene du har gitt er riktige ved å signere konvolutten.
      
  5. Place the cover envelope inside the mailing envelope.
  6. Address the mailing envelope to the election board (“valgstyret”) in your last registered Norwegian municipality.
  7. Mail your vote to Norway using international postage. Ensure the total thickness stays under 3/4 inch to qualify for international letter rate.
  8. Find the correct mailing address:

    Use the address of the municipality where you are, or were last, registered in the Norwegian population register. You can find the official list of election board mailing addresses here:

Deadline

Your vote must be received by the correct municipality in Norway by 5:00 PM (Norwegian time) on Tuesday, 9 September 2025.

We recommend mailing your vote at least 2 weeks in advance to ensure timely delivery.
